EAR — Export Administration Regulations: Administered by the U.S. Department of Commerce’s Bureau of Industry and Security, EAR governs many commercial, dual-use, and certain military items, including software and technology.
Compliance depends on the item, destination, end user, end use, and transaction. Requirements may apply to sharing controlled information with foreign persons, including within the United States. DDTC registration, where required, does not itself authorize exports.
