Khalil Memon is the Founder and Chief Executive Officer of Dynamic Contracts Consultants LLC. He is a Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), and Certified Commercial Contracts Manager (CCCM) with more than 25 years of experience in commercial and government contracting, acquisition strategy, proposal development, compliance, and contract administration.
Throughout his career, Khalil has advised Federal agencies, State and Local governments, Fortune 500 companies, nonprofit organizations, and small businesses on complex procurement initiatives, contract negotiations, acquisition planning, regulatory compliance, and proposal management.
His experience spans the entire government contracting lifecycle, including acquisition planning, market research, solicitation development, source selection support, proposal strategy, contract administration, post-award compliance, subcontract management, audit readiness, and contract closeout.
Khalil has supported organizations across multiple industries, including defense, healthcare, energy, construction, information technology, engineering, transportation, higher education, and professional services.
He also leads the firm's strategic integration of AI-enabled procurement technologies through Dynamic's partnership with FARify.ai, combining experienced professional judgment with modern automation to improve efficiency while maintaining quality and regulatory compliance.
